"Almighty and everlasting Creator of all things in the heavens and the earth, we invoke Your presence as we come at this hour to say thank You for Your love and grace that protected us as we journeyed to this place of assembly. We pray Your continued Blessings on this session of the House of Representatives for the state of Michigan. We beseech Your blessings on each Representative of Your people as they administer their duties for the constituents of this great state. Continue to guide and direct them, covering them with wisdom, knowledge, compassion and clarity of vision. "Mr. Speaker and members of the House:

I voted 'no' on House Bill 4912 because I believe that this issue is far too important to rush through the House of Representatives at this speed. Let there be no doubt, that I support the Department of Natural Resources and the important work they do. I am truly concerned that the lack of funds in the Game and Fish Protection Fund could lead to program cuts in the future. That said, this bill has gone from introduction to final passage in less than one week. The department has reported that they have been working on this issue for two years. Why then, has this just now come to our attention? Given the opportunity to study this problem the legislature may be able to come up with a better solution that is much less short-sighted. My 'no' vote is out of a desire come up with a better long-term solution to the DNR's funding shortage."

 

Rep. Kolb, having reserved the right to explain his protest against the passage of the bill, made the following statement:

"Mr. Speaker and members of the House:

I voted 'no' on House Bill 4912, because I believe that this issue is far too important to rush through the House of Representatives at this speed. Let there be no doubt, that I support the Department of Natural Resources and the important work they do. I am truly concerned that the lack of funds in the Game and Fish Protection Fund could lead to program cuts in the future. That said, this bill has gone from introduction to final passage in less than one week. The department has reported that they have been working on this issue for two years. Why then, has this just now come to our attention? Why was this not brought up at the Appropriations Committee and Subcommittee on Natural Resources? Why were my constituents cut out of the process, and denied a chance to speak to the committee due to the highly unusual speed in which this Bill was brought before the House. Given the opportunity to study this problem the Legislature may be able to come up with a better solution that is much less short-sighted. My constituents have overwhelmingly asked me to vote "no" on this bill. My "no" vote is out of a desire to come up with a better long-term solution to the DNR's funding shortage. This shortage and the reasons it exists must be addressed. The Legislature must hold the Department accountable."

 

Rep. Bogardus having reserved the right to explain her protest against the passage of the bill, made the following statement:

"Mr. Speaker and members of the House:

I voted no on HB 4912 because we have not gotten any explanation as to why there is such a serious shortfall in funds for this department. I believe this bill will lead to program cuts in the future."

"Mr. Speaker and members of the House:

I voted no on House Bill 4912 because I believe that this issue is far too important to rush through the House of Representatives. I support the Department of Natural Resources and the important work they do. I am truly concerned that the lack of funds in the Game and Fish Protection Fund could lead to program cuts in the future. This bill has gone from introduction to final passage in less than one week; not sufficient time to deliberate such a complex matter. The Department has reported that they have been working on this issue for two years. Why then, has this just now come to our attention? Why is it necessary to limit our deliberation to three legislative days? Given the opportunity to study this problem the Legislature may be able to come up with a better solution that is much less short-sighted. My 'no' vote is out of a desire to come up with a better long-term solution to the DNR's operation funding shortage."

Rep. Schauer, having reserved the right to explain his protest against the passage of the bill, made the following statement:

"Mr. Speaker and members of the House:

I voted 'no' on House Bill 4912 because I feel it is inappropriate to raid the Game and Fish Protection Trust Fund in this way. I am truly concerned that the lack of funds in the Game and Fish Protection Trust Fund could lead to program cuts in the future. I am also concerned that this bill could result in fee increases to the people of our state. I am also concerned that this bill was rushed through the House of Representatives, going from introduction to final passage in less than one week. The Department of Natural Resources has reported that they have been working on this issue for two years. Given the opportunity to study this problem, the Legislature may be able to come up with a better solution that is much less short-sighted. My 'no' vote is out of a desire to come up with a better long-term solution to the DNR's funding problem."

A resolution to memorialize the President and the Congress to oppose persecution of religious faith and practice in the People's Republic of China.

Whereas, Religious liberty is a universal human right; and

Whereas, There are more documented cases of persons of faith being imprisoned or worse in the People's Republic of China on the basis of religious belief than in any other nation; and

Whereas, The Vatican has condemned the detention, arrest, jailing, and abuse of Catholics in the People's Republic of China, and, because of the persecution, refuses to recognize the legitimacy of its communist government; and

Whereas, On April 13, 2001, Good Friday in the Christian church, Chinese authorities arrested 79-year-old Catholic Bishop Cosmas Shi Enxiang, and detained seven Catholic priests during the days surrounding Easter; and

Whereas, Falun Gong practitioners in the People's Republic of China have been the victims of countless human rights abuses, including jail, condemnation to labor camps without trial, and coercive medication with sedatives and anti-psychotic drugs. Over 190 members have died in police custody; and

Whereas, According to reports, more than 1,000 Falun Gong practitioners were beaten and arrested in Tiananmen Square on October 1, 2000; and

Whereas, Since the nation of Tibet was illegally invaded and occupied in 1951 there have been steady reports of the desecration of religious monuments, destruction of the nation's culture, and even attempted genocide; and

Whereas, The Xinjiang region, with a majority Muslim population, has been the focus of a so-called "strike hard" campaign against religious activity. In April 2001, Xinjiang's high court reported public rallies were being held around the region to announce sentencing of 500 "religious" criminals involved in 300 separate cases. According to Amnesty International, the region holds the record in China of executions per capita; and

Whereas, This so-called "strike hard" campaign, launched by President Jiang Zemin, has already resulted in more than 400 executions throughout China; and

Whereas, It is likely that many more instances of persecution are never reported due to the absence of a free press and because of government intimidation of the entire population, yet, despite this oppression, many reports suggest a great religious revival has swept Communist China in the past two decades; and

Whereas, The government of the United States has recognized the persecution and spoken out, providing a role model for the Michigan House of Representatives. On November 18, 1999, the United States House of Representatives unanimously passed a resolution condemning China for its crackdown of Falun Gong practitioners and on November 19, 1999, the United States Senate passed a similar resolution; and

Whereas, On May 3, 2001, the National Day of Prayer in the United States, in a speech on religious freedom before the American Jewish Committee, President George W. Bush lamented "intensifying attacks" on religious freedom in China, citing arrests of followers of the Falun Gong spiritual movement, destruction of churches and mosques, and widespread arrests of worshipers and religious leaders, singling out religious followers in Tibet as "the target of especially harsh and unjust persecution;" and

Whereas, A United States State Department report said China's human rights record deteriorated last year, with intensified persecution of those who express religious and political dissent; and

Whereas, Since its founding, the United States of America has been a beacon of religious liberty, with a tradition of providing a harbor of refuge and freedom of worship for believers from John Winthrop to Roger Williams to William Penn. Our nation has been a haven for the oppressed and has guaranteed freedom of worship for people of all faiths; now, therefore, be it

Resolved by the House of Representatives, That we memorialize the President, the United States Department of State, and Congress to be guided in their relations with the People's Republic of China by Article 18 of the Universal Declaration of Human Rights, which states that: "Everyone has the right to freedom of thought and conscience and this right extends to the freedom to change religion or belief, and freedom, either alone or in community with others, and in public or private, to manifest religion or belief in teaching, practice and observance"; and be it further

Resolved, That the House of Representatives unequivocally condemns the egregious human rights abuses of the People's Republic of China, including denials of religious liberty and the persecution of Christians, Muslims, Buddhists, Falun Gong practitioners and other people of faith, and calls upon the People's Republic of China to end all persecution; and be it further

Resolved, That, in the name of justice and our universal human heritage of unalienable rights, the House of Representatives urges the immediate release by the People's Republic of China of all prisoners of conscience and faith; and be it further

Resolved, That copies of this resolution be transmitted to the United States Secretary of State for forwarding to representatives of the government of the People's Republic of China, the Speaker of the United States House of Representatives, the President of the United States Senate, and the members of the Michigan congressional delegation.

A resolution honoring the life of Ron Seng.

Whereas, It is with deep sorrow that we join with the Muskegon community and all of Michigan in mourning the loss of Ron Seng; and

Whereas, Mr. Seng was very involved throughout his life in raising money for nonprofit groups. His personal sense of dedication, integrity, and thoroughness was invaluable and is a wonderful example to the community. With genuine respect and immense gratitude for his service, we extend our condolences to his family, colleagues, and friends. He will be sincerely missed and long remembered; and

Whereas, A dedicated and giving member of our community, Mr. Seng demonstrated a strong sense of devotion to his community through his active participation in Sky Ranch for Boys, Beach League Recreation Club, American Legion of Hesperia, the Hesperia Chamber of Commerce, and the Fraternal Order of Police. Serving others was a well-established trait of Mr. Seng; and

Whereas, Mr. Seng was a successful business owner of the Dog House Saloon and the former Horseshoe Bar, as well as part owner of Roberts Assembly Hall. As a member of the Michigan Licensed Beverage Association, he held many positions in the Association, including Vice President, a member of the Pool Board, and Vice President of Unit 3, District 2. A familiar figure at the Capitol, Mr. Seng was very active in small business ownership and liquor licensee issues at National and State Lobby Days; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body honor the life of Ron Seng of Muskegon for his years of outstanding dedication to his community; and be it further
