"I seek refuge to the mighty God from the evil of the devil. In the name of God, the Compassionate, the Beneficent, the Merciful. Thanks to the mighty God and prayers be upon all of His prophets, messengers and apostles.

O Lord, You said: 'Supplicate me, and I will respond to you . . .;'(40:60) You also said: 'And remember Me, I will remember you. Be thankful to Me and not be ungrateful. . .;' (2:152) You also said: 'Call upon Me, I will answer
you. . .;' And above all, You said: (49:13) O you people! Surely We have created you from one male and one female, and made you nations and tribes that you may know each other'; Then You said, 'Surely the most honorable of you with Allah is the one among you most careful (of his duties);'

O God! I beseech You by Your mercy which embraces all things. I ask You by Your strength, through which You have overcome all things, submitted all things, and humbled all things to it. O Lord, I open with Your name, today's beginning session of Michigan House of Representatives, please help them. Give them the strength and power to enjoin good deeds and forbid the bad deeds in the society, and please help them make better decisions for our state.

O Lord, help us to strengthen the unity; help us to make peace; help us to do justice among all humans; make our society safe; help us to make a better environment for the poor and needy; and help us lift all of their sufferings.

O Lord, help us to bring to the forefront peace, tranquility, rest, and equality among all races--equality among religions, and equality among men and women.

O Lord, give the House of Representatives the strength to lift the level of society; give them honor, and bring them triumph. O Lord, make us better citizens and bless us all. Amen."

House Bill No. 4192, entitled

A bill to amend 1951 PA 33, entitled "An act to provide police and fire protection for townships and for certain areas in townships, certain incorporated villages, and cities under 15,000 population; to authorize contracting for fire and police protection; to authorize the purchase of fire and police equipment, and the maintenance and operation of the equipment; to provide for defraying the cost of the equipment; to authorize the creation of special assessment districts and the levying and collecting of special assessments; to authorize the issuance of special assessment bonds in anticipation of the collection of special assessments and the advancement of the amount necessary to pay such bonds, and to provide for reimbursement for such advances by reassessment if necessary; to authorize the collection of fees for certain emergency services in townships and other municipalities; to authorize the creation of administrative boards and to prescribe their powers and duties; to provide for the appointment of traffic officers and to prescribe their powers and duties; and to repeal certain acts and parts of acts," by amending section 6a (MCL 41.806a), as added by 1990 PA 102.

House Resolution No. 103.

A resolution honoring radio station WLEN in Adrian for receiving the NAB Crystal Award.

Whereas, It is with deep appreciation for all of the hard work, commitment, and planning this occasion represents that we commend WLEN Radio in Lenawee County on their receipt of the prestigious National Association of Broadcasters Crystal Radio Award. We are proud to add our voice in praise for everyone who has worked to make this day possible; and

Whereas, The Crystal Award was established in 1987 recognizing radio stations' efforts to improve the quality of life in their surrounding communities. The Crystal Award is considered one of the most coveted awards in the radio industry as it reflects the extraordinary efforts of the stations being honored as the "best of the best" and going above and beyond every day what is asked of broadcasters; and

Whereas, The Crystal Award annually goes to only ten radio stations, out of more than 12,700 in the United States. WLEN is the only Michigan radio station to be so recognized in 2001. This is the second time in four years that WLEN Radio has received a Crystal Award, the other being in 1998 when WLEN was again the only radio station in Michigan to earn this honor; and

Whereas, WLEN Radio surpassed all previous years in cash and in-kind donations to civic service and nonprofit organizations in Lenawee County through the efforts of the 21 hard working WLEN staff members as well as President and General Manager, Julie Koehn; and

Whereas, WLEN Radio takes very seriously its commitment to helping the lives of those less fortunate by helping the American Cancer Society, Hospice of Lenawee, Red Cross, Toys for Tots, Habitat for Humanity, HOPE Community Center, and Junior Achievement, to name a few; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body honor radio station WLEN in Adrian for receiving the NAB Crystal Award. May they continue to enjoy great success and satisfaction; and be it further

Resolved, That a copy of this resolution be transmitted to WLEN Radio as a token of our esteem.

A bill to create the pregnant and parenting student services fund; to provide grants to encourage certain institutions of higher education to establish and operate a pregnant and parenting student services office for pregnant and parenting students attending the institution; to prescribe the powers and duties of a pregnant and parenting student services office; and to prescribe the powers and duties of certain state departments.

With the recommendation that the following amendment be adopted and that the bill then pass.

1. Amend page 3, following line 26, by inserting:

"(v) Education concerning responsible parenting for mothers and fathers.".

The following communication from the Department of Community Health was received and read:

 

May 2, 2001

When a state mental health agency is to be closed, Section 19 (6) of Act 240 of the Public Acts of 1943, being section 38.19 of the Michigan Compiled Laws requires that the director of the Michigan Department of Community Health certify in writing to the Legislature and the Retirement Board, not less than 240 days prior to the closure, which agency is to be closed.

In fulfillment of this requirement, I am officially providing notification that the Southgate Center, located at 16700 Pennsylvania Road, Southgate, Michigan 48195 will close effective January 5, 2002. As a result of this closure, persons with developmental disabilities, who require state delivered inpatient services, can be provided for at the Mt. Pleasant Center.
