A bill to amend 1895 PA 3, entitled "The general law village act," by amending section 4 of chapter VI (MCL 66.4), as amended by 1998 PA 255. THE PEOPLE OF THE STATE OF MICHIGAN ENACT: 1 CHAPTER VI 2 Sec. 4. (1) Within 15 days afterthe passage ofan ordi- 3 nance IS PASSED, the CLERK SHALL PUBLISH THE ordinance or a syn- 4 opsis of the ordinanceshall be publishedin a newspaper circu- 5 lated in the village. Immediately afterpublicationTHE ORDI- 6 NANCE OR SYNOPSIS OF THE ORDINANCE IS PUBLISHED, the clerk shall 7 enter in the record of ordinances, in a blank space to be left 8 for that purpose under the record of the ordinance, a SIGNED 9 certificate,under the clerk's hand,stating thetime and10places of the publicationDATE ON WHICH AND THE NAME OF THE S01340'99 d ** FDD 2 1 NEWSPAPER IN WHICH THE ORDINANCE WAS PUBLISHED. The certificate 2shall beIS prima facie evidence of theduepublication of 3 the ordinance or the synopsis. 4 (2) A village may adopt a PROVISION OF ANY STATE STATUTE FOR 5 WHICH THE MAXIMUM PERIOD OF IMPRISONMENT IS 93 DAYS, THE MICHIGAN 6 VEHICLE CODE, 1949 PA 300, MCL 257.1 TO 257.923, OR A plumbing 7 code, electrical code, mechanical code, fire protection code, 8 building code, or other code promulgated by this state, by a 9 department, board, or other agency of this state, or by an organ- 10 ization or associationwhichTHAT is organized or conducted for 11 the purpose of developing a code, by reference to the LAW OR code 12 in an adopting ordinance and without publishing the LAW OR code 13 in full. The LAW OR code shall be clearly identified in the 14 ordinance and a statement of the purpose of the LAW OR code shall 15 be published with the adopting ordinance. Printed copies of the 16 LAW OR code shall be kept in the office of the village clerk 17 available for inspection by or distribution to the public during 18 normal business hours. The village may charge a fee that does 19 not exceed the actual cost for copies of the LAW OR code distrib- 20 uted to the public. The publication in the newspaper shall con- 21 tain a notice to the effect that a complete copy of the LAW OR 22 code is available for public use and inspection at the office of 23 the village clerk.
