THE PEOPLE OF THE STATE OF MICHIGAN ENACT: 1 TITLE 2 An act to provide for the registration, titling, sale, 3 transfer, and regulation of certain vehicles operated upon the 4 public highways of this state or any other place open to the gen- 5 eral public or generally accessible to motor vehicles and dis- 6 tressed vehicles; to provide for the licensing of dealers; to 7 provide for the examination, licensing, and control of operators 8 and chauffeurs; to provide for the giving of proof of financial 9 responsibility and security by owners and operators of vehicles; 10 to provide for the imposition, levy, and collection of specific 03599'99 TLG 2 1 taxes on vehicles, and the levy and collection of sales and use 2 taxes, license fees, and permit fees; to provide for the regula- 3 tion and use of streets and highways; to create certain funds AND 4 GRANT PROGRAMS; TO PROVIDE FOR THE APPROPRIATION OF MONEY FOR 5 CERTAIN GRANT PROGRAMS; to provide penalties and sanctions for a 6 violation of this act; to provide for civil liability of owners 7 and operators of vehicles and service of process on residents and 8 nonresidents; to provide for the levy of certain assessments; to 9 provide for the enforcement of this act; to provide for the cre- 10 ation of and to prescribe the powers and duties of certain state 11 and local agencies; to repeal all other acts or parts of acts 12 inconsistent with this act or contrary to this act; and to repeal 13 certain parts of this act on a specific date. 14 SEC. 710G. (1) THE DEPARTMENT OF COMMUNITY HEALTH SHALL 15 ESTABLISH A CHILD CAR SEAT SAFETY GRANT PROGRAM FOR THE PURPOSE 16 OF PROVIDING GRANTS FOR TRAINING, PROMOTION, AND EDUCATION CON- 17 CERNING THE CHILD RESTRAINT SYSTEM USE REQUIREMENTS UNDER SEC- 18 TIONS 710D AND 710E. THE CHILD CAR SEAT SAFETY GRANT PROGRAM 19 SHALL PROVIDE GRANTS TO PERSONS THAT THE DEPARTMENT OF COMMUNITY 20 HEALTH CONSIDERS ELIGIBLE. 21 (2) THE DEPARTMENT OF COMMUNITY HEALTH SHALL PROMULGATE 22 RULES TO IMPLEMENT THIS SECTION, INCLUDING, BUT NOT LIMITED TO, 23 ELIGIBILITY STANDARDS FOR THE AWARD OF A GRANT UNDER THIS 24 SECTION.
