A bill to amend 1952 PA 228, entitled "Michigan comminuted meat law," by amending section 1 (MCL 289.581), as amended by 1992 PA 231. THE PEOPLE OF THE STATE OF MICHIGAN ENACT: 1 Sec. 1. As used in this act: 2 (a) "Added fat" means the addition of fat tissue originating 3 from portions consisting of less than 12% muscle tissue in each 4 portion. 5 (b) "Added water or ice" means greater moisture content than 6 normally found in meat. 7 (c) "Artificial coloring" means coloring containing any dye 8 or pigment which was manufactured by a process of synthesis or 9 other similar artifice or by extraction of a natural dye or 10 pigment from a plant or other material from which the dye or 11 pigment was formed. 02784'99 d LBO 2 1 (d) "Artificial flavoring" means any flavoring containing 2 any sapid or aromatic constituent manufactured by synthesis or 3 similar process. 4 (e) "Binders" means food and nonfood substances used as an 5 ingredient in comminuted meats for binding, stabilizing, thicken- 6 ing, or maintaining viscosity of the product. 7 (f) "By-products or variety meats" means hearts, livers, 8 brains, tongues, tripe, stomach, lungs, melts, eyes, weasand 9 meats, head meat, cheek meat, salivary glands, udder, lips, ears, 10 snouts, skin, feet, spleens, slaughterhouse by-products, spinal 11 cords, cracklings or crackling meal, packinghouse by-products, 12 processing plant by-products, partially defatted fatty tissues, 13 and partially defatted chopped meat. 14 (g) "Comminuted" means chopped, diced, flaked, ground, or 15 otherwise reduced to minute particles. 16 (h) "Department" means the Michigan department of 17 agriculture. 18 (i) "Director" means the director of the Michigan department 19 of agriculture or his or her designee. 20 (j) "Extenders" means food substances used as an ingredient 21 in comminuted meats primarily for replacement of meat 22 ingredients. 23 (k) "Fat" means the quantity of adipose tissue determined by 24 chemical analysis. 25 (l) "Lamb" means meat derived from sheep less than 1 year of 26 age. 02784'99 d 3 1 (m) "Meat" means the edible part of clean, sound striated 2 muscle of cattle, swine, sheep, deer, FARMED CERVIDAE, goat, 3 turkey, or chicken slaughtered in compliance with all applicable 4 laws, with or without the accompanying and overlying fat, and 5 sinew, nerve, gland, and blood vessels which normally accompany 6 the muscle tissues and which are not separated from it in the 7 process of dressing. 8 (n) "Skeletal meat" means the meat which is attached to a 9 part of the skeleton including head and cheek meat. 10 (o) "Fresh meat" means meat which has undergone no cooking, 11 heating, or other processing except boning, cutting, comminuting, 12 or freezing. 13 (p) "Person" means an individual, partnership, trust, asso- 14 ciation, corporation, or any other business unit, device, or 15 arrangement, or the receiver, trustee, or assignee of that busi- 16 ness unit, device, or arrangement. 17 (q) "Veal" means meat derived from a calf not more than 1 18 year of age. 19 (r) "Wild game" means animals from their natural state and 20 not cultivated, domesticated, or tamed. 21 Enacting section 1. This amendatory act does not take 22 effect unless Senate Bill No. __________ or House Bill 23 No. __________ (request no. 02784'99) of the 90th Legislature is 24 enacted into law. 02784'99 d Final page.
