OFFICE OF PROTOCOL - S.B. 1381: FLOOR ANALYSIS

CONTENT


The bill proposes a new law to create the Office of Protocol and the Michigan-Canada Advisory Commission within the Executive Office; permit the Governor to appoint the chief protocol officer; and establish the membership of the Commission.


The chief protocol officer would be an unclassified position and responsible for coordinating visits of foreign dignitaries to this State and otherwise assisting the Governor in establishing positive relations with foreign governments. (Please note: A protocol officer position presently exists in the Michigan Economic Development Corporation.)


The Michigan-Canada Advisory Commission would be required to advise the Governor on how to further the relations between this State and Canada, and report annually to the Legislature on the status of those relations. The Commission would be subject to the Open Meetings Act and the Freedom of Information Act.


The Commission would consist of the Directors of the Departments of State Police, Environmental Quality, Natural Resources, Transportation, Agriculture, and Consumer and Industry Services; the Commissioner of the Office of Financial and Insurance Services; the Attorney General; the Secretary of State; the chief protocol officer; one individual appointed by the Governor from a list supplied by the Senator Majority Leader, and one from a list supplied by the Speaker of the House; and three individuals appointed by the Governor.

FISCAL IMPACT


There is an Office of Protocol within the Michigan Economic Development Corporation which has an FY 2000-01 budget of approximately $100,000. This $100,000 includes funding for a limited-term classified protocol officer position.


The cost of the Michigan-Canada Advisory Commission would be minimal.
