CONTENT
The bill would amend the public employment relations Act to exempt from the definition of "public employee" a public school administrator and a person employed as an executive, as defined by the Employment Relations Commission. (The Act prohibits public employees from striking but allows them to organize, form, or join labor organizations, and to engage in collective bargaining.)
Under the bill, "public school administrator" would mean a superintendent, assistant superintendent, chief business official, principal, assistant principal, or other person whose primary responsibility was administering instructional programs of a school district, intermediate school district, or public school academy.
(Under the Act, "public employee" means a person holding a position by appointment or employment in the State government, in the government of one or more of the political subdivisions of the State, in the public school service, in a public or special district, in the service of an authority, commission, or board, or in any other branch of the public service.)
