Part 5 of the Natural Resources and Environmental Protection Act (MCL 324.502a), concerning the Department of Natural Resources's (DNR) general powers and duties, delineates the requirements for designating a state land reserve. Among other provisions, the act specifies that a landowner who offers for sale or lease land that is within the contiguous area of a state land reserve must give the state a right of first refusal if the land transfer is subject to the state transfer tax. House Bill 5889 would delete this provision.
