A SUMMARY OF HOUSE BILL 5858 AS INTRODUCED 5-30-00


House Bill 5858 would amend the Michigan Vehicle Code to require dealers to obtain new titles and registrations from the secretary of state for the vehicles they acquire for resale.


Currently, if the transferee of a vehicle is a new motor vehicle dealer or a used vehicle dealer who acquires the vehicle for resale, the dealer is not required to obtain a new registration of the vehicle or to forward the certificate of title to the secretary of state, but must retain and have in immediate possession the assigned certificate of title, with the odometer information properly completed.


Under House Bill 5858, the vehicle dealer who acquires a vehicle for resale would be required to obtain a new registration for the vehicle, and forward the assigned certificate of title with the odometer information properly completed to the secretary of state, who then would be required to issue a new title to the dealer in the dealer's name.
