A SUMMARY OF HOUSE BILL 4692 AS INTRODUCED 5-18-99


House Bill 4692 would amend the State School Aid Act to allow a parent or legal guardian to enroll a student in a school district or intermediate school district, in any curricular offering, regardless of whether it is a core academic course or a nonessential elective course. Further, under the bill, a nonpublic school student who would be enrolled part-time in a district or public school academy would be counted as a part-time pupil, on the same basis as any other part-time pupil, when determining the district's full-time equated membership for state aid. However, a district could require a pupil enrolled under this section to attend consecutive class periods or hours.


In addition, the bill would place the authority for developing rules to govern pupil membership counts with the superintendent of public instruction. Currently, that authority rests with the State Board of Education.
