ADDENDUM TO SENATE FISCAL AGENCY ANALYSIS OF SB 492 AND 493 DATED 5-18-99:


The bills were amended on the floor of the Senate after the drafting of the SFA analysis. The changes to Senate Bill 492 expanded the definition of "automatic location identification" (ALI) to mean the automatic provision by the service supplier of the caller's name and service address or, for a CMRS supplier, the caller's location. In addition, the term "emergency service number" (ESN) was changed to "emergency service zone" (ESZ) and redefined to mean the designation assigned by a county to the street names and address ranges that identify which emergency response service is responsible for responding to an exchange access facility's premises. Further, instead of being required to supply a 9-1-1 database service provider with the service location of each user, a non-wireless service supplier would have to supply the service address of its users.


Senate Bill 493 was amended to change an inaccurate section reference regarding the creation of emergency telephone district boards.


HOUSE COMMITTEE ACTION:


The House Committee on Energy and Technology adopted an amendment to each bill that clarified the tie-bar by identifying the House Bill numbers rather than the request numbers for the bills.
