Godchaux, Martinez, Gire, Kukuk, Richner, Scranton, DeHart, Hale, Gilmer, McBryde, Birkholz, Scott, Schauer, Price, Goschka, LaForge, Fitzgerald, DeVuyst, Hammerstrom, Law, Crissman, Bogardus, Rocca, Llewellyn, Perricone and Raczkowski and referred to the Committee on Health Policy.


        A bill to amend 1978 PA 368, entitled

   "Public health code,"

   by amending section 2813 (MCL 333.2813).

               THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 1         Sec.  2813.  (1) The director shall appoint, subject to

 2    civil service rules, a state registrar to administer the system

 3    of vital statistics.

 4         (2) The state registrar shall DO ALL OF THE FOLLOWING:

 5         (a) Administer and control the only system of vital statis-

 6    tics for this state, as authorized in this part and the rules

 7    promulgated  pursuant to  UNDER this part.

 8         (b) Be the custodian of the system of vital statistics

 9    DESCRIBED IN SUBDIVISION (A).

10         (c) Exercise superintending control over local registrars

11    and administer and control the activities of local officials and

 1    all other persons as to the operation of the system of vital

 2    statistics DESCRIBED IN SUBDIVISION (A).

 3         (d) Issue instructions for the administration of the system

 4    of vital statistics DESCRIBED IN SUBDIVISION (A) and conduct

 5    training programs to promote uniformity of policy and procedures

 6    throughout the state in matters pertaining to the system of vital

 7    statistics.

 8         (e) Prescribe, furnish, and distribute forms for vital

 9    records and vital statistics or prescribe other means of trans-

10    mitting vital records and vital statistics information as

11    required by this part and the rules promulgated  pursuant to 

12    UNDER this part.

13         (f) Prepare and publish reports of vital statistics.

14         (3) BEGINNING 90 DAYS AFTER THE EFFECTIVE DATE OF THE AMEN-

15    DATORY ACT THAT ADDED THIS SUBSECTION, THE STATE REGISTRAR, IN

16    PRESCRIBING THE FORM FOR A MARRIAGE LICENSE UNDER SUBSECTION

17    (2)(E), SHALL INCLUDE ON THE FORM THE FOLLOWING STATEMENT:  "THIS

18    IS A LICENSE TO MARRY--NOT TO ABUSE".  THE STATE REGISTRAR SHALL

19    ENSURE THAT THE STATEMENT REQUIRED BY THIS SUBSECTION IS PRINTED

20    IN A TYPE SIZE AND FORMAT THAT MAKES THE STATEMENT CONSPICUOUS

21    AND READABLE IN RELATION TO THE SURROUNDING PRINTED MATERIAL ON

22    THE MARRIAGE LICENSE.
