A bill to amend 1978 PA 368, entitled "Public health code," (MCL 333.1101 to 333.25211) by adding section 9162. THE PEOPLE OF THE STATE OF MICHIGAN ENACT: 1 SEC. 9162. (1) THE DEPARTMENT SHALL ESTABLISH AND MAINTAIN 2 A PROGRAM OF INFANT SUPPORT SERVICES TO BE KNOWN AS THE SENTINEL 3 NETWORK SYSTEM. THE SENTINEL NETWORK SYSTEM SHALL PROVIDE COUN- 4 SELING AND OTHER SUPPORT SERVICES REGARDING NEONATAL ADDICTION 5 AND FETAL ALCOHOL SYNDROME. 6 (2) A HEALTH CARE PROVIDER EMPLOYED BY OR UNDER CONTRACT TO 7 THE DEPARTMENT SHALL MAKE A HOME VISIT AND ATTEMPT TO PROVIDE 8 SUPPORT SERVICES WITHIN 14 DAYS AFTER THE DEPARTMENT RECEIVES A 9 REPORT FROM THE FAMILY INDEPENDENCE AGENCY, A PHYSICIAN, OR ANY 10 OTHER PERSON THAT AN INFANT IN THE HOME IS SUSPECTED OF HAVING 11 FETAL ALCOHOL SYNDROME OR BEING DRUG DEPENDENT. IF THE HEALTH 00948'97 CPD 2 1 CARE PROVIDER IS UNABLE TO MAKE PERSONAL CONTACT DURING THE HOME 2 VISIT OR DETERMINES DURING THE HOME VISIT THAT THERE IS REASON- 3 ABLE CAUSE TO SUSPECT CHILD ABUSE OR CHILD NEGLECT, THE DEPART- 4 MENT IMMEDIATELY SHALL MAKE A REPORT TO THE FAMILY INDEPENDENCE 5 AGENCY UNDER SECTION 3 OF THE CHILD PROTECTION LAW, 1975 PA 238, 6 MCL 722.623. AS USED IN THIS SUBSECTION, "CHILD ABUSE" AND 7 "CHILD NEGLECT" MEAN THOSE TERMS AS DEFINED IN SECTION 2 OF THE 8 CHILD PROTECTION LAW, 1975 PA 238, MCL 722.622. 9 (3) A HEALTH PROFESSIONAL LICENSED OR REGISTERED UNDER ARTI- 10 CLE 15 WHO IS PROVIDING HEALTH CARE TO AN INFANT AND KNOWS OR HAS 11 REASONABLE CAUSE TO BELIEVE THAT THE INFANT IS DRUG DEPENDENT 12 SHALL REPORT THAT FACT TO THE DEPARTMENT. THE HEALTH PROFES- 13 SIONAL SHALL INCLUDE IN THE REPORT THE NAME AND ADDRESS OF THE 14 INFANT AND THE INFANT'S PARENT, GUARDIAN, OR PERSON IN LOCO 15 PARENTIS. UPON RECEIPT OF A REPORT UNDER THIS SUBSECTION, THE 16 DEPARTMENT SHALL PROCEED IN THE SAME MANNER REQUIRED UNDER SUB- 17 SECTION (2). 00948'97 Final page. CPD
