Motions and Resolutions

The Speaker, on behalf of the entire membership of the House of Representatives, offered the following resolution:

House Resolution No. 268.

A resolution to honor the memory of Gilbert L. Wales, former member of the House.

Whereas, It is with admiration for his numerous contributions to his community, state, and nation that we offer this expression of condolences upon the passing of Gilbert L. Wales, former member of this legislative body. His sense of commitment will long be remembered, not only by his family and friends, but also by all who worked with him in the many aspects of his life of service; and

Whereas, A native of Stambaugh, Gilbert Wales enriched his beloved hometown and the western Upper Peninsula virtually all his life. As a young man, he saw nearly three years of combat duty in the Pacific during World War II. In civilian life, he continued to express his spirit of commitment in local government as a city commissioner and in labor activities through his years as an iron ore miner; and

Whereas, Gilbert Wales, known to many as "Gibby," brought his experience and energies to the Michigan House of Representatives in 1955. During his five consecutive terms as a lawmaker, he distinguished himself through his responsibilities with several committees working on natural resources related issues. Following his legislative service, he continued his activism in local politics and also worked to enhance educational opportunities through Northern Michigan University's continuing education efforts. Clearly, this dedicated gentleman exerted a strong positive impact on our state; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body offer this expression of respect to honor the memory of Gilbert L. Wales, a member of the House from 1955 to 1964; and be it further

Resolved, That copies of this resolution be transmitted to his family as evidence of our respect for his memory.

A resolution to urge the United States Department of Energy to refrain from transporting weapons-usable fissile material through Michigan.

Whereas, The United States Department of Energy is studying transportation options for moving weapons-usable fissile materials, including plutonium, for disposition. One of the three options under consideration is transporting the nuclear materials and fuel to Canada through Michigan. This proposal would direct this dangerous cargo into Canada through the bridge and tunnel at Detroit and the bridge at Port Huron; and

Whereas, There are many problems with transporting volatile and carcinogenic materials to the destination in Canada through Michigan. The route would pass through highly populated metropolitan areas of our state and nation. The security and environmental risks are considerable. The entry points to Ontario at the St. Clair River and the Detroit River are especially vulnerable. With the importance of the Great Lakes to both the United States and Canada, we must do all we can to avoid additional risks; and

Whereas, There are many more suitable access points than the international water boundaries of Michigan. The western portions of the continent offer access that is much easier to secure and does not involve transportation through as many densely populated areas; now, therefore, be it

Resolved by the House of Representatives, That we urge the United States Department of Energy to refrain from transporting weapons-usable fissile material through Michigan; and be it further

Whereas, Local leaders in government and in the community know that their support of the people in the neighborhoods is the most effective weapon they can have in their efforts to reduce the demand for illegal drugs and drive away the suppliers of those drugs; and

Whereas, The National Red Ribbon Celebration has been established by the National Family Partnership to help create awareness of the drug problems facing every community, to develop parent and community teams to combat illegal drugs, and to promote drug-free lifestyles for America's youth; and

Whereas, During October 23, 1998, through October 31, 1998, Michigan Communities in Action for Drug-Free Youth will honor all law enforcement officers and the DEA agent, Enrique Camarena, in whose memory the red ribbon campaign is dedicated; now, therefore, be it

A resolution honoring the University of Michigan 1997-1998 Hockey Team.

Whereas, It is a great privilege and honor to offer this accolade of tribute to the players, coaches and staff of the University of Michigan 1997-1998 Hockey Team on capturing the second National Collegiate Athletic Association (NCAA) championship, their second in three seasons and a record ninth in program history. We are proud to salute these Michigan players, coaches and staff on this most remarkable season; and

Whereas, Head Coach Red Berenson, in his fourteenth season behind Michigan's bench, has lead the sport's most successful program of the 1990's. Berenson guided Michigan to six Final Four appearances in the last seven seasons and its first national title in 32 seasons (1995-1996). Under his leadership this season, the Wolverines used a balance of excellent scoring, tough defense and phenomenal goaltending to thrill its fans and with a 3-2 overtime victory over the Boston College Eagles win its ninth NCAA Hockey Championship. The players have proved themselves smart, quick and with great resolve; and

Whereas, Championships do not come easily. They are the result of a concentrated effort by many with each individual contributing in his or her way to the total team effort that brings about success. This Michigan team did just that. Individual notoriety was spread out all season long for the Wolverines. A sizeable percentage of the team roster keyed victories. Consequently, numerous records and honors were awarded to the team and the players. Among them is Marti Turco, the all-time winngingest goaltender in 102 years of NCAA Division 1 college hockey, as well as the all-time winngingest goalie in the NCAA tournament. Everyone combined their teamwork, talent and determination while at all times maintaining their focus to make their dream of a national championship a reality; and

Whereas, To see these student athletes rewarded for their hard work, dedication, loyalty and respect for each other and to the team certainly reinforces all that is good in college athletics. The talents and characteristics they exhibited in reaching this goal will help them in all aspects of their lives. For "the future belongs to those who believe in the beauty of their dreams"; now, therefore, be it

Resolved by the House of Representatives, That this document is dedicated to congratulate and honor the players, coaches and staff of the University of Michigan 1997-1998 National Championship Hockey Team. The following communication from West Central Michigan Works! was received and read:

On behalf of the West Central Michigan Workforce Development Board (WDB) and Local Elected Officials (LEO), it my pleasure to share this initial summary of Job Training Plans with you. This summary updates funding expected to be available from the federal Job Training Partnership Act for a range of programs operated in the West Central area.

As you know, local Workforce Development Boards (WDB) and Local Elected Officials (LEO) are working with a variety of partners on the development of an integrated delivery system to be operated under the statewide Michigan Works! name. Michigan Works! West Central covers the five county area which includes Lake, Mason, Mecosta, Newaygo, and Osceola counties.

All programs will be operated from July 1, 1998 through June 30, 1999, with the exception of the JTPA Title IIB Summer Youth Employment & Training Program with operational dates from when school is out for the summer until September 30, 1998. Work in preparation for this program has already begun. Note that the publication notice for this plan has been waived by the Michigan Jobs Commission due to a delay in receiving the summer allocation.

The Title II activities serve economically disadvantaged youth, adults and older workers (55+) with a variety of training activities, from basic training, to skill training in a school and training with a private business. Title III activities serve dislocated workers, those who have lost their jobs due to a permanent layoff or the closing of a business.

As part of the ongoing development of the Michigan Works! system, Service Providers for these programs and activities are selected by a Request For Proposals (RFP) process. Contracts have been extended through September 30, 1998. Further extensions or a re-building for some areas will be determined by a review of Service Provider performance.
