Father David Stotenbur, Pastor of St. Thomas Aquinas Church, in Lansing, offered the following invocation:
"Lord God of the universe, we come before You in prayer as we open this session and gather to do the people's work. We ask You to give us the needed guidance so that our legislative efforts will be fruitful and valuable to the people of this state of Michigan. Give us hearts open to Your truth, the foundation and mother of justice, for our world stands in need of that truth which is justice and that justice which is truth. Guide these men and women to gain the wisdom to understand the issues before them, the prudence to rightly consider and interpret them, and the spirit of equity to rightly shape and form the law.
Help all who serve the people to separate the true and the good from the false and the evil and to bring light where there is confusion so that the laws which emanate from this place may redound to the greater good of that human society they are meant to serve.
Be always with us, Lord, and bless these men and women so that their pursuits may be efficacious for those they serve and may always reflect that higher justice and truth which proceeds from You. We invoke Your presence and blessing upon us today, You who are the Sovereign Law giver and the Sustainer of Your people now and forever. Amen."

The Speaker, on behalf of the entire membership of the House of Representatives, offered the following resolution:
House Resolution No. 253.
A resolution to honor the memory of John Bennett, former member of the House.
Whereas, It is with great respect for his life of contributions to our state that we mark the passing of John Bennett, who served as a member of this legislative body for twenty-eight years. We offer our sincerest condolences to his beloved family and want them to know of our admiration for his unselfishness in public service; and
Whereas, A gentleman highly regarded for his knowledge of finances, John Bennett distinguished himself in accounting and in service to his country and his community prior to coming to the Capitol. He was a veteran of service with the Army, and his sense of loyalty was also evident in his service to groups such as the Lions and the Disabled American Veterans. He combined his professional talents in the corporate world with his penchant for community involvement during his ten years as the treasurer of Redford Township; and
Whereas, John Bennett brought his experience and deep understanding of finance to the Michigan House of Representatives following his 1964 election. For twenty-eight years, this dignified gentleman devoted himself to each legislative issue with great thoroughness and seriousness. His businesslike approach was especially valuable in his leadership as chair of various committees over the years, including those dealing with retirement, roads and bridges, and corporations and finance. Indeed, his work will long be remembered not only in his Redford community, but throughout the entire state; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body join in honoring the memory of our friend and former colleague John Bennett; and be it further
Resolved, That copies of this resolution be transmitted to the Bennett family as evidence of the lasting respect we will always hold for his memory.

"Mr. Speaker and members of the House:
I voted no on this bill that exempts non-profit organizations from paying fees for checking driving records. If an organization does not pay a fee for a particular service then the entire people, all of the taxpayers of the State of Michigan, must pay that fee; must cover the costs of the department that provides the services. There are taxpayers who may object to paying for the services of particular non-profit organizations. They should not be forced, through their tax dollar, to support non-profit organizations they do not believe in."
Senate Bill No. 415, entitled
A bill to amend 1939 PA 288, entitled "An act to revise and consolidate the statutes relating to certain aspects of the organization and jurisdiction of the probate court of this state, the powers and duties of such court and the judges and other officers thereof, certain aspects of the statutes of descent and distribution of property, and the statutes governing the change of name of adults and children, the adoption of adults and children, and the jurisdiction of the juvenile division of the probate court; to prescribe the powers and duties of the juvenile division of the probate court, and the judges and other officers thereof; to prescribe the manner and time within which actions and proceedings may be brought in the juvenile division of the probate court; to prescribe pleading, evidence, practice, and procedure in actions and proceedings in the juvenile division of the probate court; to provide for appeals from the juvenile division of the probate court; to prescribe the powers and duties of certain state departments, agencies, and officers; and to provide remedies and penalties for the violation of this act," by amending section 39 of chapter X (MCL 710.39), as amended by 1996 PA 409.

House Resolution No. 248.
A resolution honoring Harold M. Logan upon the occasion of his ninetieth birthday.
"Harold Logan was the Cal Ripken of his profession, faithfully showing up for work and setting longevity records."
Whereas, Harold M. Logan has reached a milestone in his life--his ninetieth birthday. This milestone is certainly a time of celebration for his family and friends and one which offers us an opportunity to gratefully recognize the contributions of one of Ann Arbor's outstanding citizens; and
Whereas, Harold Logan was born and raised in Niles, Michigan, graduated high school in 1926 as class president and earned his A.B. degree from Alma College, where he was class president, editor of the school newspaper, and valedictorian. He won a fellowship to the University of Michigan obtaining a Master's degree in 1931; and
Whereas, Following college, Harold taught English Literature and Journalism for five years at Hastings High School. In 1936, he was lured to Ann Arbor and taught Social Studies at Mack School before moving to Slauson Junior High. He was named principal at Slauson in 1941 and remained in that position until 1968. He then went to back to teaching at Pioneer High School until his retirement in 1971; and
Whereas, All along the way, Harold received honors aplenty. In 1962, he was named one of the nation's six outstanding secondary school principals, being nominated by his classroom teachers. The same year, the Ann Arbor Board of Education cited him as "one of the best loved and highly respected members of our staff." Harold also was awarded the Detroit News "My Favorite Teacher" award for the school year 1968-69; and
Whereas, Harold Logan's philosophy as a teacher and principal was to help youths develop into good Americans, be respectful of traditions, and make them aware of their civic duties; and
Whereas, An avid sports fan, Harold Logan handled Golden Gloves boxers, inaugurated the football program for Ann Arbor junior high schools, supports University of Michigan athletic programs, and loves hunting, bowling, fishing, and golf. He is also involved in many Ann Arbor activities including the Boy and Girl Scouts, the United Fund, the Kiwanis Club, and was an early member of the Junior Chamber of Commerce; now, therefore, be it
Resolved by the House of Representatives, That members of this legislative body honor Harold Logan on the occasion of his ninetieth birthday. It is indeed a pleasure to convey our congratulations and best wishes for many happy returns; and be it further

A resolution honoring Judge Elizabeth Pollard Hines upon her selection as a Woman of Distinction by the Huron Valley Girl Scout Council.
Whereas, It is with great respect that we recognize Elizabeth Pollard Hines for her selection as a Woman of Distinction by the Huron Valley Girl Scout Council of Ann Arbor. Selected by a panel of community leaders, Judge Hines exemplifies excellence in business ethics and volunteerism through a philosophy that parallels that of the Girl Scout movement; and
Whereas, Judge Hines was an Assistant Prosecuting Attorney for fifteen years before being elected in 1992 as a District Judge for the 15th District Court of Ann Arbor, where she is now Chief Judge specializing in crimes against children and child protection; and
Whereas, For six years, Judge Hines has served on the Board of Directors for the Domestic Violence Project/Safe House for battered women and their children. When Ann Arbor enacted Michigan's first mandatory arrest ordinance for domestic violence, Judge Hines was appointed to chair the first Domestic Violence Coordinating Board. She is a founding member of Washtenaw County's Interdisciplinary Task Force on Child Abuse. She was also appointed by Governor Engler to the Michigan Task Force on Children's Justice; and
Whereas, Judge Hines has provided training sessions on domestic violence to police, prosecutors, educators, social workers and judges. She has authored numerous publications on domestic violence and child abuse; and
Whereas, Judge Hines has served her community with excellence. She has been on the Board of Trustees of the Washtenaw Council on Alcoholism, the Community Advisory Board of the Junior League of Ann Arbor, co-chair of the Washtenaw County Task Force on Child Abuse Committee, Rotary International, League of Women Voters and the NAACP. She was elected to the Board of Governors of the American Judges Association, awarded the Distinguished Faculty Award by the Prosecuting Attorneys Association of Michigan in 1991, and received the DistinguishedService Award from the Domestic Violence Project/Safe House; now, therefore, be it

Mr. Dabney is one of four grand prize winners who will receive a faculty development trip to Paris and Normandy and $500 in media equipment for classroom and school use; and
Whereas, Competition for the Equipment-for-Education Grant Contest is open to teachers who teach at the first through twelfth grades in accredited schools and who are members of the C-SPAN in the Classroom program. Entries were judged on the creative use of C-SPAN's Tocqueville programming and website as a teaching tool, demonstration of student involvement and classroom use and the evaluation of teaching benefits; and
Whereas, Since 1997, C-SPAN has retraced the steps of Alexis de Tocqueville's 1831-32 trip to America and has offered viewers and educators a fresh look at the concept of democracy while examining in detail issues Tocqueville raised about American society. As part of the contest, teachers were asked to document the development, growth and results of the project in their classroom. Students read about Alexis de Tocqueville on the C-SPAN website, wrote poems and bibliographies and kept journals on his life. In addition, Mr. Dabney was able to incorporate the C-SPAN School Bus visit to further involve his students with C-SPAN materials, including a map of Tocqueville's journey, which led to the creation of "Tocqueville Travel Game" introducing statements to U.S. geography and history; now, therefore, be it

A resolution honoring Judge Maureen Pulte Reilly upon the occasion of her retirement from the Michigan Court of Appeals.
Whereas, It is with the utmost respect and admiration that we honor Judge Maureen Pulte Reilly as she retires from the bench of the Michigan Court of Appeals. On behalf of the many people who have benefited from her leadership, wisdom and professionalism, we offer this expression of our thanks and best wishes; and
Whereas, A 1958 cum laude graduate of the University of Detroit School of Law, Judge Reilly is well known throughout this country. Her ordinance regulating the location of adult businesses in the City of Detroit was upheld after she argued the case in the United States Supreme Court. That case, Young v American Mini Theatres, has become a landmark case on first amendment rights and is currently taught in law schools nationwide; and
Whereas, Judge Reilly has been a judge for 21 years. She was first appointed by Governor William Milliken to the Common Pleas Court for the City of Detroit in 1977 and the Wayne County Circuit Court in 1988. She was also elected to the circuit court in 1978 and 1984, and served as Chief Judge Pro Tempore in 1983-84. For the past nine years, Judge Reilly has been a champion of justice for the Michigan Court of Appeals. We commend her decisiveness and compassion on the bench; and
Whereas, Maureen Pulte Reilly has not only served as a sagacious public official, she has also been an active member in a number of organizations. These include the Michigan Judges Association, Michigan Judicial Institute, Cooley Law School, Michigan State Bar Association, University of Detroit Law School Alumni Association, Advisory Council of the Michigan Women's Foundation, U.S. Supreme Court Bicentennial Constitutional Law Project, American Inn of the Court, Women's Lawyers Association, and Incorporated Society of Irish-American Lawyers. It is definitely a privilege to recognize someone who has contributed so much of her time and talents to our legal system; now, therefore, be it

A concurrent resolution to extend the K.I. Sawyer Air Force Base Conversion Authority.
Whereas, The K.I. Sawyer Air Force Base Conversion Authority was established on September 10, 1993, by Executive Order Number 1993-16 and operates under the powers and duties provided in 1993 PA 159. The authority is performing vital services in the transition of the facility from military to civilian use; and
Whereas, Under the provisions of section 3 of 1993 PA 159, being MCL § 3.573, the base conversion authority for the former Air Force facility exists for five years unless an additional five-year extension is authorized by a concurrent resolution adopted by the legislature. Section 10 of the act, being MCL § 3.580, provides that the legislature may dissolve the authority if the work is completed earlier. With the progress that has been made to convert K.I. Sawyer to productive civilian uses and the tasks that remain to ensure the best possible results in the years to come, it is prudent to extend the authority; now, therefore, be it
Resolved by the House of Representatives (the Senate concurring), That, pursuant to the provisions of section 3 of 1993 PA 159, being MCL § 3.573, we hereby extend the K.I. Sawyer Air Force Base Conversion Authority until no later than September 10, 2003.

Senate Concurrent Resolution No. 72.
A concurrent resolution to memorialize the Congress of the United States to take certain actions regarding the implementation of the Food Quality Protection Act of 1996.
Whereas, The Food Quality Protection Act of 1996 (FQPA) was signed into law on August 3, 1996, by President Clinton; and
Whereas, Among the purposes of the FQPA is to assure that pesticide tolerance decisions and policies are based upon sound science and reliable data; and
Whereas, Another purpose of the FQPA is to assure that pesticide tolerance decisions and policies are formulated in an open and transparent manner; and
Whereas, The EPA is required by the FQPA to have reviewed approximately 3,000 of the approximately 9,700 existing tolerances by August 1999 to determine whether these tolerances meet the safety standards established by the FQPA; and
Whereas, The implementation of the FQPA could have a profound negative impact on domestic agricultural production and on consumer food prices and availability. With Michigan's diverse agriculture, this impact could be especially severe on our numerous specialty crops; now, therefore, be it
Resolved by the Senate (the House of Representatives concurring), That we memorialize the Congress of the United States to take the following actions:
1. Direct the EPA to initiate immediately appropriate administrative rule making to ensure that the policies and standards the agency intends to apply in evaluating pesticide tolerances are subject to thorough public notice and comment prior to final tolerance determinations being made by the agency.
2. Direct the EPA to use its authority under the FQPA to provide interested persons the opportunity to produce data needed to evaluate a pesticide tolerance so that the agency can avoid the use of unrealistic default assumptions in making pesticide tolerance decisions.
3. Direct the EPA to implement the FQPA in a manner that will not disrupt agricultural production nor have a negative impact on the availability, diversity, and affordability of food.
4. Conduct oversight hearings immediately to ensure that actions taken by the EPA are consistent with the FQPA provisions and congressional intent. If the intent of the legislation is not carried out, then Congress should postpone the August 1999 deadline. Following oversight hearings, Congress should, if necessary, take appropriate actions or amend the FQPA to correct problem areas.
5. Encourage the Secretary of Agriculture and the United States Department of Agriculture to increase its commitment of manpower and budgetary resources to work with the EPA to gather scientific data. Furthermore, Congress should encourage the United States Department of Agriculture to conduct an economic impact statement on the implementation of the FQPA.
