"An act to provide for the assessment of rights and interests, including leasehold interests, in property and the levy and collection of taxes thereon, and for the collection of taxes levied; making such taxes a lien on the property taxed, establishing and continuing the lien, providing for the sale and conveyance of property delinquent for taxes, and for the inspection and disposition of lands bid off to the state and not redeemed or purchased; to provide for the establishment of a delinquent tax revolving fund and the borrowing of money by counties and the issuance of notes; to define and limit the jurisdiction of the courts in proceedings in connection therewith; to limit the time within which actions may be brought; to prescribe certain limitations with respect to rates of taxation; to prescribe certain powers and duties of certain officers, departments, agencies, and political subdivisions of this state; to provide for certain reimbursements of certain expenses incurred by units of local government; to provide penalties for the violation of this act; and to repeal certain acts and parts of acts in anywise contravening any of the provisions of this act,".

"An act to revise, consolidate, and codify the laws relating to criminal procedure and to define the jurisdiction, powers, and duties of courts, judges, and other officers of the court under the provisions of this act; to provide laws relative to the rights of persons accused of criminal offenses and ordinance violations; to provide for the arrest of persons charged with or suspected of criminal offenses and ordinance violations; to provide for bail of persons arrested for or accused of criminal offenses and ordinance violations; to provide for the examination of persons accused of criminal offenses; to regulate the procedure relative to grand juries, indictments, informations, and proceedings before trial; to provide for trials of persons complained of or indicted for criminal offenses and ordinance violations and to provide for the procedure in those trials; to provide for judgments and sentences of persons convicted of criminal offenses and ordinance violations; to establish a sentencing commission and to prescribe its powers and duties; to provide for procedure relating to new trials and appeals in criminal and ordinance violation cases; to provide a uniform system of probation throughout this state and the appointment of probation officers; to prescribe the powers, duties, and compensation of probation officers; to provide penalties for the violation of the duties of probation officers; to provide for procedure governing proceedings to prevent crime and proceedings for the discovery of crime; to provide for fees of officers, witnesses, and others in criminal and ordinance violation cases; to set forth miscellaneous provisions as to criminal procedure in certain cases; to provide penalties for the violation of certain provisions of this act; and to repeal all acts and parts of acts inconsistent with or contravening any of the provisions of this act,".

A bill to amend 1953 PA 232, entitled "An act to revise, consolidate, and codify the laws relating to probationers and probation officers, to pardons, reprieves, commutations, and paroles, to the administration of correctional institutions, correctional farms, and probation recovery camps, to prisoner labor and correctional industries, and to the supervision and inspection of local jails and houses of correction; to provide for the siting of correctional facilities; to create a state department of corrections, and to prescribe its powers and duties; to provide for the transfer to and vesting in said department of powers and duties vested by law in certain other state boards, commissions, and officers, and to abolish certain boards, commissions, and offices the powers and duties of which are transferred by this act; to prescribe the powers and duties of certain other state departments and agencies; to provide for the creation of a local lockup advisory board; to prescribe penalties for the violation of the provisions of this act; to make certain appropriations; to repeal certain parts of this act on specific dates; and to repeal all acts and parts of acts inconsistent with the provisions of this act," by amending section 34a (MCL 791.234a), as amended by 1994 PA 427.

"As Chairwoman Mary Lou Parks said, we are here to celebrate African-American History Month. This is the 72nd year. In 1926 this illustrious period was put together by the Honorable Dr. Carter G. Woodson, who was a graduate of the University of Chicago where he received his master's degree, and he received his Ph.D. from Harvard University, only the second African-American to receive a Ph.D degree from Harvard. In 1915 he organized the Association for the Study of Negro Life and History. In 1926 he put together Negro History Week, now which is called African-American History Month. Dr. Woodson wrote about twenty-five different books. Three of his better known books are 'The Negro in Our History', 'The Negro Orators and Their Orations', and 'The Miseducation of the Negro', being the most widely read of his books. Dr. Woodson dedicated his life to the study of African-American life and history. We certainly owe a great deal of debt and gratitude to him. He reminded us that the human family began over 5 million years ago in the great lakes region of East Africa, and that all of the people that God created at that particular time lived around the equator and that they had certain physical characteristics because of where they lived. As the human family began to migrate north and got above the 40th parallel we got into a different temperate zone the darker-skinned Africans tended to die out while the lighter-skinned Africans tended to live. After thousands of years of evolutionary change of living in the north, these Africans evolved into what today we call Europeans. The Africans who then crossed the Red Sea and went into Asia Minor and into the Far East lived in valleys for thousands of years and developed the indigenous characteristics of the Asiatic people. Dr. Woodson, who preceded the scientists in understanding this, made us quite aware that the human family is monogenetic, and we need to understand that. He also reminded us that not only did the human family begin in Africa, but the earliest civilizations also started in Africa, long before the Greek civilization, long before the Roman civilization, long before anything in China. The Africans raised the pyramids above the Nile, gave to the world the sciences of chemistry, physics, mathematics, astronomy and astrology, and laid the basis for Eastern and Western civilization. Every holy book in the world, whether it's the Holy Koran, the Talmud, the Bagavadita, the Holy Bible, all of the holy books can be traced back to the first book written in a religious manner and that was the book of coming forth by day and by night which British Egyptologists called the Book of the Dead. Every religion on the face of this earth, whether it is Buddhism, Shintoism, Christianity, Islam, all religions owe their origin to the first religion developed in Africa 5,000 years before the time of Christ. These are the things that Dr. Woodson taught us. He also taught us that in spite of the fact that we were enslaved in America, that we made many contributions to this nation. From the inventions of Elijah McCoy, who invented the automatic railroad coupler, to the inventions of the gas mask, and the traffic light by Garret Morgan. To the invention of the golf tee, the egg beater and Edison's light bulb which could not stay on until Dr. Louis Lattimer invented the carbon filament that allowed Edison's light bulb to stay on. We say that we have come a long way and that we have given much to this nation and to this world. I close now with what James Walden Johnson wrote in the Negro National Anthem, which we call Lift Every Voice and Sing. The second stanza, which spoke of slavery but also spoke of a better day, he said, 'Stoney the road we trod, bitter the chastening rod, felt in the days when hope unborn had died, yet with a steady beat has not our weary feet come to the place to which our fathers died. We have come over way in which tears have been watered, we have come treading the path through the blood of the slaughtered, out from the gloomy past till now we stand at last, where the bright gleam of our bright star is cast.' Thank you and God bless you."

A resolution to support the selection of Mackinaw City as the site of a national lighthouse center and museum.
Whereas, A twenty-one member national committee is working to select a locale for a national lighthouse center and museum. Mackinaw City is among the finalists in this process. With the strong private and community support and the keen interest of Michigan's residents and visitors, Mackinaw City would be an outstanding and fitting spot for a national center to highlight the history and service of lighthouses; and
Whereas, Michigan's history emerged from the maritime culture of the Great Lakes. Our state has 116 lighthouses, more than any other state. There are 438 lighthouses on the Great Lakes, more than any region of the country, including New England. Another measure of the popularity of lighthouses with our citizens is the Great Lakes Lighthouse Keepers Association, which is the largest organization of its kind, with 13,000 members; and
Whereas, Michigan's tourism industry supports 400,000 jobs and represents $8.7 billion overall each year. The Straits of Mackinac, one of the most beautiful areas of the country, includes many historic attractions. Mackinaw City already is a highlight of 1.7 million trips, a number that grows each year; and
Whereas, A national lighthouse museum would be a fitting addition to the area. Over the years, lighthouses have been a key element of safety along the treacherous Straits of Mackinac. Within 40 miles of Mackinaw City are 21 lighthouses that are still standing; now, therefore, be it
Resolved by the House of Representatives, That we support the selection of Mackinaw City as the site of a national lighthouse center and museum; and be it further
Resolved, That copies of this resolution be transmitted to the national lighthouse center and museum selection committee.

A bill to amend 1951 PA 51, entitled "An act to provide for the classification of all public roads, streets, and highways in this state, and for the revision of that classification and for additions to and deletions from each classification; to set up and establish the Michigan transportation fund; to provide for the deposits in the Michigan transportation fund of specific taxes on motor vehicles and motor vehicle fuels; to provide for the allocation of funds from the Michigan transportation fund and the use and administration of the fund for transportation purposes; to set up and establish the truck safety fund; to provide for the allocation of funds from the truck safety fund and administration of the fund for truck safety purposes; to set up and establish the Michigan truck safety commission; to establish certain standards for road contracts for certain businesses; to provide for the continuing review of transportation needs within the state; to authorize the state transportation commission, counties, cities, and villages to borrow money, issue bonds, and make pledges of funds for transportation purposes; to authorize counties to advance funds for the payment of deficiencies necessary for the payment of bonds issued under this act; to provide for the limitations, payment, retirement, and security of the bonds and pledges; to provide for appropriations and tax levies by counties and townships for county roads; to authorize contributions by townships for county roads; to provide for the establishment and administration of the state trunk line fund, critical bridge fund, comprehensive transportation fund, and certain other funds; to provide for the deposits in the state trunk line fund, critical bridge fund, comprehensive transportation fund, and certain other funds of money raised by specific taxes and fees; to provide for definitions of public transportation functions and criteria; to define the purposes for which Michigan transportation funds may be allocated; to provide for Michigan transportation fund grants; to provide for review and approval of transportation programs; to provide for submission of annual legislative requests and reports; to provide for the establishment and functions of certain advisory entities; to provide for conditions for grants; to provide for the issuance of bonds and notes for transportation purposes; to provide for the powers and duties of certain state and local agencies and officials; to provide for the making of loans for transportation purposes by the state transportation department and for the receipt and repayment by local units and agencies of those loans from certain specified sources; and to repeal acts and parts of acts," by amending section 12 (MCL 247.662), as amended by 1997 PA 79.
